Responding to concerns over the proliferation of substandard LED bulbs amid surging demand, the government is poised to implement a policy aimed at promoting efficient energy management and bolstering revenue collection.
The Sustainable Renewable Energy Development Authority (Sreda) has unveiled a draft policy on star labelling, accessible on its website, to ensure consumers can easily ascertain the quality of LED bulbs. Typically, products are rated from one to three stars, with some offering extended warranties ranging from 6 to 12 months.
With lighting accounting for a significant portion of national electricity consumption, estimated between 3,500 to 4,000 MW, experts advocate for the adoption of efficient LED technology to curtail electricity usage.
LED bulbs, renowned for their durability and powerful illumination, consume notably less electricity compared to traditional incandescent or fluorescent bulbs. For instance, an 18-watt LED bulb can produce the same light output as a 36-watt fluorescent bulb or a 180-watt incandescent lamp.
Despite the benefits of LED technology, concerns have been raised regarding the influx of substandard bulbs into the market. While LED bulbs are gaining popularity, their affordability relative to incandescent bulbs remains a consideration for consumers.
To address quality concerns and promote energy savings, the government has waived taxes on LED bulbs. However, the efficacy of this measure has been limited.
The introduction of star labelling will entail LED companies submitting their products to Sreda for rigorous quality testing, with assigned star labels indicating product quality. The process incurs a license fee of Tk1,500 and a label charge of Tk0.5 per bulb.
Sreda officials anticipate that standardized labelling will empower consumers to make informed choices, ultimately reducing electricity bills. Mohammad Hossain, Director General of the Power Cell, emphasizes the importance of ensuring quality electrical equipment to minimize wasted electricity and deliver reliable service to consumers.
With the impending implementation of star labelling, the government aims to enhance energy efficiency and promote the adoption of quality LED bulbs across Bangladesh.
