The Election Commission introduces amendments to the Upazila Election Conduct Rules 2024, significantly elevating the security deposit amount among other revisions.
According to the latest regulations, aspiring candidates for the Upazila Parishad chairman position must submit a security deposit of Tk1,00,000, while those vying for the vice chairman post require Tk75,000. This marks a substantial increase from the previous deposit of Tk10,000 for both positions.
A gazette notification outlining these amendments was published on Tuesday, signaling a shift in electoral dynamics.
The updated rules also extend the election period to 15 days, commencing from the announcement of the schedule to the publication of the gazette. Moreover, the provision for online submission of nomination papers has been introduced, streamlining the candidacy process.
Nomination papers now mandate the inclusion of proof of income tax return filing and Tax Identification Number (TIN), ensuring transparency and accountability among candidates.
Furthermore, the threshold for forfeiting security deposits has been revised to 15% of votes cast, compared to the previous 12.5%, enhancing electoral integrity.
In terms of election expenses, candidates for chairman or vice-chairman posts are limited to Tk25,00,000, whereas female member candidates are capped at Tk1,00,000.
Campaigning protocols have also evolved, with the campaign period now commencing from symbol allotment day, incorporating digital and social media platforms. Additionally, the requirement for independent candidates to collect 250 voters’ signatures has been abolished.
Candidates are now permitted to produce colored posters and banners alongside traditional black and white materials, reflecting evolving campaign strategies.
The Election Commission is slated to conduct elections for 481 Upazila Parishads across four phases in May. The voting phases are scheduled for May 4, May 11, May 18, and May 25, respectively. These updates signify a concerted effort to enhance electoral processes and foster greater inclusivity in local governance.
