In a strategic move to bolster security, the government is set to implement a plan for the installation of additional closed-circuit television (CCTV) cameras around crucial establishments nationwide. This initiative aims to enhance surveillance and fortify public and private institutions, including areas within the Dhaka metropolitan.
Under the plan, these institutions and establishments will take the lead in installing the cameras, with a provision to share recorded footage with the police when needed. The Ministry of Home Affairs recently issued a directive to the senior secretary, Inspector General of Police (IGP), and the commissioner of Dhaka Metropolitan Police (DMP) following a cabinet committee meeting on law and order in October last year.
This move comes in response to the current challenges faced by law enforcement, where existing cameras, primarily installed by the two city corporations of Dhaka, have fallen into disrepair due to a lack of maintenance. Recent incidents, such as the tragic accident involving former student leaders Shouvik Karim and Ariful Islam, underscore the critical role of functional CCTV cameras in investigations.
The investigating officer, Sajib Koch, highlighted the limitations faced in the aforementioned case, emphasizing that malfunctioning cameras hindered the progress of the investigation. Experts stress the importance of not just installing but also properly maintaining CCTV cameras for effective crime prevention.
Police headquarters note a rise in various crimes, including vandalism, robbery, terrorism, and theft, with many cases remaining unsolved due to the absence of CCTV footage. Last year alone, 261 cases of robbery in public and private institutions were registered across the country. Former IGP Shahidul Haque emphasized the need for proper supervision of CCTV cameras at each police station.
Deputy Inspector General Anwar Hossain stated that areas covered by CCTV cameras experience reduced crime, and the technology aids in uncovering culprits swiftly. However, Dr. Touhidul Haque, an associate professor at Dhaka University, cautioned about the lack of control and monitoring of CCTV cameras in the country, stressing the importance of effective usage and coordination with the public for better crime suppression.
As the government plans to increase the deployment of CCTV cameras, experts highlight the critical need for maintenance, control, and collaboration between law enforcement and the public to ensure optimal utilization and efficacy in crime prevention.
